In this case, if the ref deems it a goalscoring opportunity and that it wasn't an accidental foul then it's still a red card offence.

I,ve looked at the video half a dozen times and it is not obvious at all that it was deliberate. I think there was enough doubt there for the ref to keep Rowe on the pitch.

My understanding of the rule change was that it was to avoid the " triple punishment" - red card,
suspension and penalty. In Saturday's game the offence was outside the box, therefore no penalty,
therefore red card. But what a game ! Seemed to me that Greenwich had more attempts on goal
when we had eleven men !
